On Thursday, February 2, 2023, at about 10:00 a.m., the Lagos State Branch of PRALARG International paid a courtesy visit to the Lagos State Environmental Sanitation and Special Offences Unit Task Force, Oshodi, Lagos.
The Chairman of the Agency, CSP Shola Jejeloye, alongside members of his management team, warmly received the PRALARG International delegation led by the Lagos State Chapter Coordinator, Comrade Pralagian Engr. Sunday Akanni Alade.
The Public Relations Officer (PRO) of PRALARG International Lagos State Chapter, Comrade Pralagian Oluwabunmi Otemolu (Comrade Olori), formally introduced members of the visiting team, after which the State Coordinator presented his address.
In his speech, the State Coordinator emphasized the importance of recognizing PRALARG International as a human rights advocacy organization and a partner in progress. He raised concerns regarding the balance between enforcement of environmental and traffic regulations and the protection of citizens’ fundamental human rights.
He particularly highlighted the recurring conflicts between Task Force officials and traders operating on government setbacks, roadsides, and market environments. According to him, there are occasions when traders appear to carry on their businesses without interference, while at other times enforcement operations result in confiscation of goods, destruction of tables, hangers, and seats, as well as arrests of traders, thereby creating tension and hardship.
The Coordinator questioned the inconsistency in enforcement, asking why there should be “Hosanna today and crucifixion tomorrow,” instead of maintaining a consistent and lawful environmental sanitation policy.
He further raised concerns regarding the treatment of motorists, both commercial and private, especially in situations involving unforeseen vehicle breakdowns such as flat tires, engine faults, and other mechanical issues. He noted that rather than viewing such situations with compassion, some enforcement officers allegedly take advantage of motorists’ distress.
While acknowledging that some vehicle owners neglect proper maintenance of their vehicles and may deserve sanctions where necessary, he appealed to the Task Force to always temper justice with mercy in the discharge of their lawful duties.
In his response, CSP Shola Jejeloye commended PRALARG International for its efforts in human rights advocacy and encouraged the organization to become more proactive in public enlightenment campaigns, particularly on criminal laws, citizens’ rights, and rehabilitation initiatives for inmates. He also advised the organization to continue showcasing rehabilitation success stories and testimonies.
The Chairman assured the delegation of the Agency’s willingness to align with the aims and objectives of PRALARG International and stressed the need for stronger advocacy on civic engagement through campaigns focused on “Know the Law and Know Your Rights.”
He explained that many Lagos residents are constantly in a hurry and often seek shortcuts in dealing with law enforcement agents instead of allowing due process to take its course. According to him, individuals arrested for traffic or environmental offences should be willing to follow their cases through lawful procedures, either personally or through legal representation. He further stated that, in many instances, offenders are either discharged or made to pay minimal penalties.
CSP Jejeloye once again encouraged PRALARG International to intensify its efforts in public enlightenment, civic education, and lawful engagement between citizens and law enforcement agencies.
